The Presbyterian Residential Community ("PRC"), located at 4300 Middle Settlement Road, between Presbyterian Home for Central New York and The Meadows at Middle Settlement opened in 1995. There are a total of 96 beds here: 72 adult care beds and 24 assisted living beds as well as an adult social day care program.
This facility provides long-term residential care and services to individuals who do not require continuous nursing are, but are unable to live independently. The project responded to a gap in services resulting from the Omnibus Reconciliation Act, passed in 1990, which eliminated the health related level of care in nursing homes. This had a tremendous impact on the elderly who were no longer eligible for nursing home placement, forcing them to seek help from the already limited alternatives to meet these housing needs.
Constance Guarascio, R.N., was named PRC Administrator in 1994, and on August 1, 1995, a ribbon cutting was held to mark the opening of this critically needed community facility. At the time it was opened, there were only three other facilities in Oneida County approved to provide assisted living care.
The PRC focuses on providing a supportive living environment in which seniors can remain active and independent in a homelike setting. Residential care and services including room, board, personal care and supervision are provided to the residents of the adult care facility. The assisted living program provides the same residential care and services with the addition of home health care services, to the 24 assisted living residents who require help with daily living activities like bathing. The program meets the needs of people who are medically eligible for nursing home placement, but due to their stable medical condition can be cared for in an assisted living environment.
The PRC is also a licensed home health care agency which provides appropriate services within the 96-bed facility. Presbyterian Home Care is the home care agency operated through and housed at the PRC. It was established not only to provide home care at the PRC, but also at The Meadows and throughout the community.
An adult social day care program is also offered at the PRC along with a home delivered meal service.
